Pump equipment included in the scope of support for large-scale equipment renewal in 2026

The National Development and Reform Commission and the Ministry of Finance jointly issued the Notice on Implementing the Large-Scale Equipment Renewal and Consumer Goods Trade-In Policy in 2026 (NDRC Resource and Environment [2025] No. 1745), which specifies that pumping equipment has been included in the key support catalogue for equipment renewal in such fields as industry, energy and electric power, water conservancy, facility agriculture, and production safety. The policy shall take effect upon its release on July 14, 2026.

The Notice also specifies the renewal and replacement criteria for pumps in service: pump units with energy efficiency below Grade 3 of GB 19762-2023 Energy Efficiency Limit Values and Energy Efficiency Grades for Clear Water Centrifugal Pumps, a service life exceeding 15 years, or serious problems such as leakage, vibration, and declining efficiency, have become key targets of this equipment renewal initiative.

The Renewal Scope Extends from Equipment Categories to Operating Conditions

Based on the policy wording, this support is not determined solely by the product category of “pumping equipment”; energy efficiency levels, service life, and actual operating conditions are also incorporated into the renewal criteria. This means that when assessing equipment renewal needs, relevant entities need to pay attention to whether equipment meets current energy efficiency requirements and whether obvious issues affecting safety, stability, or efficiency have occurred during operation.

In application scenarios such as industry, energy and electric power, water conservancy, facility agriculture, and production safety, pump units typically perform functions including conveying, circulation, water supply, or drainage. Their inclusion in the key support catalogue signals that equipment renewal efforts will further focus on equipment with high energy consumption, aging equipment, and equipment in poor operating condition.

Short-Term Focus on Equipment Inspection and Renewal Determination

In the short term, user entities may first sort out their pump unit inventories and verify the equipment commissioning period, energy efficiency grade, and operating condition. Among these factors, Grade 3 of GB 19762-2023 has become an important reference for energy efficiency assessment, while issues such as leakage, vibration, and declining efficiency may become key focuses of on-site inspections.

For pumping equipment manufacturing, maintenance, and related supporting services, subsequent changes in demand will still depend on equipment inspections, renewal arrangements, and specific implementation in various fields. What merits continued attention at present is the pace at which relevant renewal support is implemented across different application fields, as well as further information disclosed during equipment determination and renewal implementation.
